Every year, billions of euros in public funding remain untapped across Europe. According to the European Parliament, only 52.5% of the financial resources allocated to major EU cohesion funds for 2014–2020 had been paid out by the end of the period, leaving nearly half unabsorbed by Member States.
More recently, 38% of REACT-EU funds remained unused at the close of 2023, despite urgent post-pandemic recovery needs. In Horizon 2020, the EU’s flagship research and innovation program, only 12% of project proposals were funded, meaning the vast majority of high-potential ideas never saw the light of day. [1][2]
